[outreachy] Permission Error while setting up Suricata

Hey,
My name is Vrinda Narayan and I am an outreachy applicant. I tried
following the guidelines to installing Suricata however while running the
command
./configure && make && make install-full
I am getting an error as follows :
libtool: install: /usr/bin/install -c .libs/libhtp.so.2.0.0
/usr/local/lib/libhtp.so.2.0.0
/usr/bin/install: cannot remove '/usr/local/lib/libhtp.so.2.0.0':
Permission denied

I have tried changing the file permissions and using sudo. However I am not
able to debug this. Any help would be greatly appreciated.
