For the particular issue you are looking to work on, since it's about
suricata-verify (Our Python tool for QA), you'll require to install
Suricata from git. Even if you try to contribute to suricata-update
later (Our Python tool for rule updation), you can use the same
Suricata (installed from git). If you were only contributing to
suricata-update, you could do a regular package install.

But, since the project is about improving both our Python tools, it's
probably good to stick to installation from git.
