[Oisf-announce] 4.0.2 is broken, preparing 4.0.3

I accidentally packaged the wrong branch (master instead of
master-4.0.x), so the 4.0.2 contains the current 41dev branch instead of
4.0.2. I've removed the file from download.

Preparing 4.0.3 for later today.
