[Oisf-announce] 4.1.x EOL date announcement

The Suricata 4.1.x branch will go end of life on December 31st, 2020, 
after which it will no longer be updated. If you are still on 4.1.x, 
it's recommended that you start planning the upgrade to 6.0.x.

5.0.x will remain supported. We'll provide an update on our plans with 
this branch later.
