[Oisf-devel] 3.1 release plan

Hi all,

In line with the time based release schedule we decided on in Barcelona
last year, we're planning for a short development cycle towards 3.1.

The final 3.1 should be out approximately June 20.

We're planning to spend about a month in polishing before that, so
around May 20 we'll enter a 'freeze'. This means that you have about one
month from now to get large changes in.
