[Oisf-devel] AppVeyor Cygwin builds

I have just enabled AppVeyor CI integration in github. All pull requests
will be built on Windows/Cygwin. Like with Travis-CI, it will
automatically run per pull request.

A successful run looks like this:
https://ci.appveyor.com/project/inliniac/suricata/build/1.0.42

To debug issues you can enable RDP access to the builder:
https://www.appveyor.com/docs/how-to/rdp-to-build-worker/

The tests are settings are controlled by:
https://github.com/inliniac/suricata/blob/master/appveyor.yml

A passing AppVeyor test is now a requirement for all pull requests.
