[Oisf-devel] merge window closed

Now that 3.2beta1 is out, the window for getting larger changes in is
closed. From now on we'll focus on stabilizing 3.2.

Larger changes may be considered if:
- they are not intrusive
- new features/options are disabled by default
- generally low risk

For the rest, there will be a new opportunity after 3.2 is released.
