I've re-cloned from git and all now seems to be well:

 ./configure --enable-pfring --with-libnss-includes=/usr/include/nss/
- --with-libnspr-includes=/usr/include/nspr/

Suricata Configuration:
  AF_PACKET support:                       yes
  PF_RING support:                         yes
<snip>

  libnss support:                          yes
  libnspr support:                         yes
