Thank you Peter.  I found the threads setting in the pfring section

now I have:

Cpu13 : 51.4%us,  0.7%sy,  0.0%ni, 43.2%id,  0.0%wa,  0.0%hi,  4.8%si,  0.0%st
Cpu14 : 36.6%us,  1.3%sy,  0.0%ni, 60.4%id,  0.0%wa,  0.0%hi,  1.7%si,  0.0%st
Cpu15 : 37.8%us,  1.0%sy,  0.0%ni, 59.9%id,  0.0%wa,  0.0%hi,  1.3%si,  0.0%st

instead of 100% on cpu13.
