I can not see anything wrong that is obvious.
You have a couple of options to play with:
- Try pf_ring
- Try using bpf filters - to see if there is a particular type of
traffic that is tough to deal with.
- Try to identify "top talkers" -  torrent users...so on - see if that
is the reason for the drops
