This is not supported syntax and I think it's unlikely that it will work
like you expect. Proper syntax is:

af-packet:
  - interface: em3
    # opts for em3
  - interface: em4
    # opts for em4

Even if it works now, it's by chance and might not work in the future.
So I'd suggest changing it.
