[Oisf-users] build error dev-detect-grouping-v193 on Ubuntu

Hi, I'm trying to install the dev-detect-grouping-v193 branch on Ubuntu
Server 14.04 and I get the following error after running ./configure
--prefix=/usr --sysconfdir=/etc --localstatedir=/var

./configure: line 11957: syntax error near unexpected token `0.21'
./configure: line 11957: `    PKG_PROG_PKG_CONFIG(0.21) # 0.21 is the
CentOS 5.11 version'


What does this error mean?
