You could look into the stats.log (especially with no rules loaded) if
the drop counter increases if you trigger it. Or provide a small pcap so
we can try to reproduce it.

Also keep in my 3.2.5 is the most recent version and now EOL, so
upgrading to 4.0 is highly recommended.
