FYI: Debian has suricata binaries for their ARM version out of the box
[1]. From what I could see from the Debian build process the build is
done just as on the non-ARM platforms but some features (e.g. Hyperscan
support) won't be available.
As far as smaller setups are concerned I can say from experience that a
simple Raspberry Pi 3 (Raspbian) is sufficient to process my 50Mbit home
connection using the ET-Open ruleset with suricata 3.2 under moderate
CPU load.
