[Oisf-users] Suricata 4.0 rule fork

This is probably a good moment to mention our EOL policy again:

1. all branches before 3.2 are end of life (EOL)
2. 3.2 will be EOL next month
3. everybody should be running 4.0.x or have an upgrade plan for it
