[Oisf-users] alternative downloads location

Hi all,

After some disruption in our mailman service earlier this week we now
have an issue with our downloads. We're moving migration plans, already
in place, forward to address this.

The current 4.0.4 release tarball and msi can be found on Github:

https://github.com/OISF/suricata/releases/tag/suricata-4.0.4

The rest of the downloads is unavailable until we've addressed these issues.

Will send an update when we know more.
