Green light from us just means us telling you that its OK for you to
work on a certain issue. You have to assign the issue to yourself.
Yes, you can assign the issue to yourself.

Please do note that the application period for Outreachy is over now
so the mailing list is no longer the right place to communicate if you
want to continue contributing. Please communicate on the issue or PR
that you are working on.
