While Suricata and Suricata-Verify could be developed on MacOS, none of
the mentors in our group actually run on this combination, so you may
run into setup issues we can't immediately help with - and I believe any
MacOS install guides you may find may be out of date. So for that alone
I'd suggest running in an Ubuntu VM, or whatever flavour of Linux you
choose.

I've granted you access in Redmine to self-assign that issue to
yourself. Please note that this will require building Suricata as well.
You will not need to install it, but just build it as Suricata-Verify
is designed to test Suricata in the source directory.
