[OISF/outreachy] Claim new issue

Hi,

I made a PR <https://github.com/OISF/suricata/pull/5507> for the previous
issue I was working on. Please let me know if I should make any changes. In
the meantime, I would like to work on issue #3953
<https://redmine.openinfosecfoundation.org/issues/3953?tab=history>, if it
is okay. How can I get started with packet decoders, and the issue in
general?
