Not knowing much about this project as it was written up for DHS, I
would think that early on there should be a discussion about what works
and what doesn't work with the current selection of IDS/IPS products. At
about the same time I would think we should start brainstorming what our
ideal IDS solutions would look like/contain.

As for the fpga, discussion, I would think an ideal solution is one that
can work on commodity hardware, but can be easily adapted to fpga's when
needing to deal with high bandwidth areas where commodity starts to fail.
