Hmm this is bizarre. One shouldn't have anything to do with the other,
unless portmap tries to talk to itself during shutdown or something.
try adding this to the top of your iptables rules and see if your
machine shuts down successfully.

iptables -I INPUT -i lo -j ACCEPT
